Abstract

The purpose of this study is first to describe and analyze the Implementation of Government Regulation No. 43 of 2004 Through the Resilient Elderly School Program in Kebontemu Village, Peterongan District, Jombang Regency. Second, to describe and analyze what factors inhibit and support the Implementation of Government Regulation No. 43 of 2004 Through the Resilient Elderly School Program in Kebontemu Village, Peterongan District, Jombang Regency. This study uses a qualitative research type. The type of qualitative research uses a descriptive analysis method. The location of this research is the BKL Dahlia Resilient Elderly School, Kebontemu Village, Peterongan District, Jombang Regency. To determine key informants, a purposive sampling technique was used, while to determine the number of data sources, a snowball sampling technique was used. This study uses Interview techniques, Observation Methods, Documentation to obtain data. To analyze the data obtained from the field, an interactive model developed by Miles and Hubermans was used. Research on the Implementation of Government Regulation No. 43 of 2004 through the Resilient Elderly School Program in Kebontemu Village, Peterongan District, Jombang Regency showed quite good results. This program was evaluated based on six aspects. First, the standards and targets of this program policy are to improve the social welfare of the elderly. Second, the resources involved in the implementation of this program are quite adequate, including human resources, infrastructure, financial, and time. Third, the organization implementing this program shows a positive character in supporting the elderly during the learning process. Fourth, the attitude of the program implementers tends to be good, with a deep understanding of the needs of the elderly. Fifth, communication between the organizations involved runs smoothly, involving coordination between administrators, teachers, and the elderly. Sixth, the economic and social environment is supportive, because this program is considered beneficial for the welfare of the elderly. Factors that support the implementation of this program are support from stakeholders. However, there are several obstacles, such as the lack of communication between stakeholders and the village government and the absence of village funds for this program.
