Abstract

The Complete Systematic Land Registration Program is a process of accelerating land registration owned by the community to obtain land rights efficiently which is carried out simultaneously to prevent disputes. This program itself can help the community to easily obtain certificates without having to spend a lot of money/wait a long time. This study aims to determine the implementation of the objectives of this complete systematic land registration program in Ngadiboyo Village, Rejoso District, Nganjuk Regency. This study uses qualitative research. Data collection techniques include observation, interviews and documentation. Data analysis techniques using Van meter and varn horn data analysis models include policy objectives, resources, implementer characteristics, attitudes (dispositions), communication, and economic and social environmental factors. The results of the study based on the data analysis techniques of the van meter and varn horn models show that the implementation has been effective in its implementation to achieve the objectives of a program, but there are indicators that show the inefficiency of the implementation time.
