Abstract
This study uses qualitative research, employing descriptive analysis methods. The research location is Suruh District, Trenggalek. Purposive sampling was used to determine key informants, while snowball sampling was used to determine the number of data sources. This study used interviews, observation, and documentation to obtain data. The George C. Edwards III model was used to analyze the data obtained from the field. Research Results: The implementation of Law Number 25 of 2009 concerning Public Services at the Suruh District Office, Trenggalek Regency, has been quite successful. This is based on several indicators: First, effective communication between the sub-district head, implementers, and the public through regular meetings, service counters, bulletin boards, and social media, ensuring effective communication of policies and service procedures. Second, the sub-district office has qualified and experienced human resources, but the number of employees, technological resources, and digital innovation budget are still limited, despite adequate service facilities. Third, the disposition or attitude of the apparatus is highly committed, disciplined, and oriented towards excellent service. Furthermore, the sub-district head sets an example, leading the public to perceive his service as friendly and responsive. Fourth, the bureaucratic structure: the sub-district office has a clear organizational structure and standard operating procedures (SOPs), and implementers understand their duties, ensuring uniform, efficient, and coordinated service delivery. Supporting factors include effective communication, high-quality and strong work ethic of human resources, positive attitudes and dispositions of implementers, and a clear and organized bureaucratic structure. Inhibiting factors include limited human resources, suboptimal facilities and infrastructure, and suboptimal utilization of information technology.
