Abstract
The preparation of the Local Government Administration Report (LPPD) is an annual obligation of regional governments and plays a strategic role as a form of performance accountability to the central government. The LPPD not only presents the performance achievements of governmental affairs but also serves as the basis for evaluating the success of regional autonomy implementation. Therefore, the preparation process requires a high level of effectiveness in terms of substance, inter-agency coordination, and bureaucratic capacity to adapt to regulatory dynamics and reporting systems. In practice, however, several challenges still hinder the preparation of the LPPD. These include delays in data submission from Regional Apparatus Organizations (OPD), limited understanding of performance indicators mandated by regulations, and technical policy changes in reporting, such as those stipulated in Ministry of Home Affairs Regulation (Permendagri) No. 18 of 2020 and No. 19 of 2024. These issues affect timeliness, data completeness and accuracy, as well as the ability of regional governments to adapt to electronic-based reporting systems. This study aims to analyze the effectiveness of LPPD preparation in Tulungagung Regency using Richard M. Steers and W. J. Duncan’s organizational effectiveness theory. The theory emphasizes three main indicators of effectiveness: goal attainment, internal process, and adaptability. This research employs a qualitative descriptive approach with data collection techniques including interviews, observations, and documentation involving stakeholders directly engaged in LPPD preparation. The findings indicate that the effectiveness of LPPD preparation in Tulungagung Regency is not yet optimal. In terms of goal attainment, the process still experiences delays, and parts of the report remain inconsistent with regulatory guidelines. Regarding internal integration, weaknesses in coordination and communication among agencies persist, leading to insufficient synergy in data collection and processing. Meanwhile, in terms of adaptability, the regional government continues to face challenges in understanding regulatory changes and fully utilizing electronic reporting systems. Therefore, this study recommends strengthening human resource capacity through technical training, enhancing cross-agency coordination mechanisms, and developing a more integrated and responsive reporting system. The results of this research are expected to contribute to improving the effectiveness of LPPD preparation and strengthening accountable and transparent local governance.
