Abstract
The Regent Regulation of Nganjuk Number 34 of 2023 governs the implementation of a Code of Ethics for work units involved in the procurement of goods/services within the Regional Government of Nganjuk Regency. The aim is to establish a procurement governance system that is transparent, accountable, and free from corruption, collusion, and nepotism (KKN). With the enactment of Regent Regulation Number 34 of 2023, it is expected that employees in the Goods/Services Procurement Unit can work transparently, accountably, and professionally in processing the procurement of goods and services, particularly for Functional Officials managing the procurement of goods/services in serving procurement needs from Regional Apparatus Organizations (OPD) and Providers. This is to prevent state financial leakage within the Nganjuk Regency Government. The implementation of Regent Regulation Number 34 of 2023 is analyzed using the theory of Van Meter and Van Horn (1975), which identifies six variables for analysis: 1. Policy standards and objectives, 2. Resources, 3. Characteristics of the implementing organization, 4. Attitudes of the implementers, 5. Inter-organizational communication, 6. Social, economic, and political conditions. This research employs a descriptive qualitative method, using a verificative qualitative format to construct field data findings with relevant theories in context. Data collection techniques include interviews with selected informants, involving data collection, data condensation, data presentation, and conclusion drawing. The research findings indicate that the supporting factors in the implementation of Regent Regulation Number 34 of 2023 include adequate resources aligned with Presidential Regulation Number 12 of 2021, where personnel already possess at least basic-level certification in goods/services procurement. The number of personnel in the procurement unit is competent and sufficient, supported by online procurement facilities such as LPSE (Electronic Procurement Services), now featuring the E-catalog version 6 called Inaproc from LKPP. This ensures the minimization of corruption, collusion, and nepotism (KKN). Additionally, procurement personnel are regularly provided with technical guidance on procurement procedures, which always include ethical elements in line with Presidential Regulation Number 12 of 2021. Meanwhile, the inhibiting factors are the social, economic and political conditions in the income of each personnel whose allowances are still too small so that the possibility of misusing the work is still obtained by certain individuals. And politics are dominated by tender winners from elements of political parties supporting the winning Pilkada. Keywords: Implementation, Public Policy, Code of Ethics, Procurement of Goods/Services
