Abstract
This research aims to describe and analyze the policy implementation of the Minister of PANRB Regulation Number 6 of 2022 concerning employee performance management, as well as to identify its supporting and inhibiting factors at the Regional Disaster Management Agency (BPBD) of Kediri City. This study employed a descriptive qualitative approach using the policy implementation theory framework by Van Meter and Carl Van Horn, which covers six variables. Data were collected through interviews, observations, and documentation with informants consisting of BPBD leaders and staff, related agencies, and community members. Data analysis was conducted using the interactive analysis technique by Miles, Huberman, and Saldana.The results indicate that the policy implementation is effective but not yet optimal. This success is supported by several key factors: clear policy objectives that provide measurable direction for employees; adequate resources such as facilities, infrastructure, and budget; and most importantly, the positive attitude and acceptance of the policy by implementers without resistance. Additionally, the synergistic characteristics of the BPBD and inter-organizational communication, strengthened by the integrated service "112 Lapor Mbak Wali," served as significant drivers.However, the implementation faced a serious obstacle, namely the limited number of field personnel. This led to a high workload and potentially reduced the quality of service. Other challenges included occasionally inaccurate reports from the public and potential external environmental instability. Therefore, it can be concluded that internal factors such as employee attitudes and clarity of objectives are the primary strengths, while human resource limitations are the most tangible constraint.
