Abstract

The issue of poverty is a fundamental problem currently faced by many countries in the world, including Indonesia. Accurate poverty data is an important factor in supporting poverty reduction policies. The formal data used to show the poverty rate in Indonesia uses the poverty method currently calculated by BPS. In measuring poverty, BPS uses the concept of basic needs approach, using Susenas data (national socio-economic survey). This research discusses the implementation of Susenas in 2020 and the factors that support or hinder it in Nganjuk Regency. Some of the focus indicators for the research are: 1. Recruitment of candidates for Susenas officers, 2. Training for Susenas officers, 3. Updating of household contents in census blocks, 4. Enumeration of Susenas sample households, 5. Data processing and implementation of results data Susenas for the development of the poor. In Susenas activities in Nganjuk Regency, the existing problems still need further research so that it uses a research approach with qualitative methods. The implementation of Susenas 2020 in Nganjuk Regency is running relatively well. Supporting factors for the implementation of Susenas in Nganjuk Regency are field officers (PCL and PML) who have high capacity and loyalty as well as additional budgets to support census activities in the field. While the inhibiting factors are the moral hazard behavior of the enumerator, the Susenas schedule that overlaps with other surveys, the rejection of respondents, the dishonesty of respondents in providing answers and the absence of clear and strong support for BPS independence in presenting quality data.
