Abstract
Keywords: Policy implementation, Population administration, Brokers or brokers Edward III uses four variables to measure the success of a policy implementation, namely communication, resources, position, and bureaucracy. As for an implementation of public policy is said to be successful if all of these variables are met. The approach used in this study uses descriptive qualitative, which is a systematic approach to find field facts that are described in detail based on data findings. The results of this study indicate that all the indicators in Edward III's theory have been fulfilled properly, but in terms of HR indicators still need a lot of readiness to accept the applicable policies. Lack of citizen participation, busyness, knowledge of digitalization and minimal awareness are the main factors hindering the process of accelerating the development of online administration. So that this has not been well received by the residents and most of the residents of Ngudikan Village still decide to use the services of brokers as a shortcut in managing the population administration .
