Abstract
This research aims to describe and analyze the Implementation of Regent Regulation No. 94 of 2022 concerning the Position, Organizational Structure, Duties and Functions, as well as the Work Procedures of the Secretariat of Blitar District (a Case Study in the Organization Department) along with its supporting and inhibiting factors. The research methodology employed a qualitative approach, focusing on Edward III's theories of communication, resources, disposition, and bureaucratic structure. Data collection techniques included observation, interviews, and documentation, with data analyzed using interactive analysis techniques. The study found that the implementation of Regent Regulation No. 94 of 2022 has proceeded well, supported by effective communication and adequate facilities, despite challenges such as inadequate human resources and occasional internet instability. Coordination issues and overlapping responsibilities were noted due to organizational interests. Supportive factors included coordination meetings, staff learning initiatives, information access, and staff commitment, while inhibiting factors included insufficient socialization, inadequate staffing, lack of clear guidelines, internet constraints, coordination overlaps, and incomplete SOPs. Recommendations for improvement include comprehensive policy socialization campaigns, personnel needs evaluations, clear policy implementation guidelines, enhanced technology infrastructure, inter-agency coordination forums, and development of responsive and specific SOPs.
