Abstract

The Pandemic period brought many changes to various service patterns and impacts that were felt for the next few years. The Covid-19 Pandemic that lasted from early 2019 to the end of 2021 had many impacts so that it was deemed necessary to have regulations to provide a legal umbrella for the impact of events or incidents during the pandemic. Likewise, its impact on the process of organizing Regular Hajj. The decision of the Saudi Arabian Government to cancel the Hajj in 2020 and 2021 had a significant impact on pilgrims who were on the departure list. Many pilgrims experienced permanent illness or died, so that the Regulation of the Minister of Religion Number 13 of 2021 concerning the Implementation of Regular Hajj Pilgrimages after the Covid-19 Pandemic was born. This study will describe how the implementation of the Regulation of the Minister of Religion Number 13 of 2021 concerning the Implementation of Regular Hajj Pilgrimages after the Covid-19 Pandemic in Tulungagung Regency and its supporting and inhibiting factors. This study uses a Qualitative method, with data collection using First Interview Technique to the Head of Hajj and Umrah Organization, General Hajj Administration Staff, Hajj Financial Administration Treasurer and Hajj Pilgrims of Tulungagung Regency and second Documentation Technique. Data Analysis Technique uses Data Collection, Data Reduction, Data Display and Conclusion Drawing. This study concludes that the Hajj Service is relatively good, the findings are based on good communication between employees and various parties and the community. Equipment and Machine Resources are adequate plus the Siskohat and Smart Hajj Applications as service support. Disposition in Service Commitment, employees have professionalism and responsibility for their work. The Bureaucratic Structure has been structured, works and is responsible in accordance with the applicable SOP. The Inhibiting Factors are the Rules of the Saudi Arabian Government which often change and the impact of the Covid-19 Pandemic resulting in many Hajj pilgrims dying and becoming permanently ill and there is a Solution for heirs to be able to receive the transfer of portions.
