Abstract

Grants as part of the Trenggalek Local Government Budget must be implemented with the principle of performance-based budgeting. Grants give greater role to communities to be the subject of development. Grants are a form of government collaboration with other organizations to realize development in order to realize people's welfare. The performance of regional policy implementation contained in the Local Government Budget, especially grants, is realized by the principle of benefit to the community. Grants are intended for the achievement of local government affairs goals as well as for general government affairs. The Regional Secretariat as the implementer of grants for general government affairs is challenged to explain the relationship between grant provision and benefits for regional development. This study will describe the factors that affect the implementation of grant policies contained in the 2022 Trenggalek Local Government Budget at the Trenggalek Regional Secretariat. This research uses qualitative research methods with a case study approach. Data analysis techniques using Miles Huberman's interactive model include four stages, namely data collection, data condensation, data display and conclusions. Data collection using in-depth interview data sources, document review and observation. The results of the study found that the implementation of Regional Regulation Number 10 of 2021 concerning the 2022 Local Government Budget, especially related to granting policies at the Regional Secretariat in 2022 has not gone well. The findings are based on observations in four factors that affect policy implementation as follows: communication is running well even though it has not been able to improve sectoral egos between government agencies and units, human resources are quite competent, but there is a need for special competencies, the regulations underlying how to implement the grant policy have not been updated, the authority is based on Regulation of Minister of Home Affairs Number 77 of 2020 and Regulation of Regent Number 54 of 2019 and strengthened by the formation of a verification team, infrastructure relies on the inventory of the People Welfare Section, the budget relies on provision by Local Government Budget Team, the disposition of implementers is quite good but in planning tends to be resistant, and the bureaucratic structure is constrained by the unclear division of tasks and the SOP has not been compiled after Regulation of Minister of Home Affairs Number 77 of 2020. Communication and human resources factors support policy implementation, while the division of tasks factor is the main inhibitor which is related to other inhibiting factors such as ambiguous information on tasks and functions, the unavailability of human resources with special competencies, and the disposition of implementers at the planning stage is not good. In addition, budget availability is determined at the end of planning. Keyword: Implementation, Grant.
