Abstract

The implementation of Law Number 23 of 2014 concerning Regional Government in Indonesia brings its own consequences for regions in implementing their development programs. In this case, regional readiness in responding to the Law will greatly depend on the efforts of the regional government in determining its development strategy. This study aims: (1) To describe and analyze the implementation of Government Regulation Number 54 of 2017 concerning Regional-Owned Enterprises in Trenggalek Regency. (2) To find out what are the supporting and inhibiting factors for the implementation of Government Regulation Number 54 of 2017 concerning Regional-Owned Enterprises in Trenggalek Regency. This study uses the approach used in this study is a qualitative approach. Qualitative research is research that seeks to find and obtain in-depth information rather than a lot of information. The analysis technique used in this study is qualitative analysis, which is a method that uses the researcher's point of view as the main analysis tool. The results of the study indicate that: (1) The implementation of Government Regulation Number 54 of 2017 concerning Regional-Owned Enterprises in Trenggalek Regency is considered very good, both in terms of Communication, Resources, Disposition, and Bureaucratic Structure aspects, it is considered very good because in implementing it there are already Standard Operating Procedures (SOP) in the form of technical or technical instructions. In general, through preparation, implementation, monitoring and evaluation. (2) Supporting factors and inhibiting factors in the Implementation of Government Regulation Number 54 of 2017 concerning Regional-Owned Enterprises in Trenggalek Regency. (a) supporting factors include: The existence of laws and regulations that serve as a reference in order to create a good business climate, the availability of adequate quantity of human resources, the existence of commitment in strengthening capacity, the existence of education and training, asiparis, procurement of goods and services, which aim to increase employee capacity. (b) inhibiting factors: Between professionalism, employee competence compared to the area of the area of development is not yet balanced, limited facilities and infrastructure, the role of the Regional Government in research and development of the BUMD sector is not yet optimal, there is still an arrogant and a priori attitude of bureaucratic actors.
