Abstract
This research uses qualitative research, which uses descriptive analysis methods. The location of this research was set in Tanjunggunung Village, Peterongan District, Jombang Regency. A purposive sampling technique was used to determine critical informants, while a snowball sampling technique was used to determine the number of data sources. This research uses interview techniques, observation methods, and documentation to obtain data. Miles and Huberman developed an interactive model to analyze the data received from the field. The research results show that communication is going very well, considering that BPD has carried out all the tasks of channeling community aspirations, making village regulations, and monitoring the performance of the village head. Resources are sufficient in BPD Tanjunggunung, with four resources, namely human resources, nine members, adequate facilities, and enough authority and information to carry out the BPD's duties. Disposition or handover of authority occurs by deliberation. It is recorded in clear documentation when handing over authority to each administrator by the SOP of Jombang Regency Regional Regulation Number 8 of 2022 concerning the Village Consultative Body. The incentives provided are still minimal. The bureaucratic structure of all sections runs by existing SOP guidelines, and each section is fragmented. The limited budget for BPD incentives is the Inhibiting Factor for the Implementation of PERMENDAGRI policy Number 110 of 2016 concerning the Village Consultative Body in Tanjunggunung Village. Meanwhile, the supporting factor for implementing the policy of PERMENDAGRI Number 110 of 2016 concerning the Village Consultative Body in Tanjunggunung Village is, firstly, Synergy between Stakeholders in carrying out services to the people of Tanjunggunung Village. Second, the competency of each BPD member who is experienced in assisting the performance of the Tanjunggunung Village Government according to the wishes of the Tanjunggunung Village community.
