Abstract

The background to this research in that Klampok Village, Sanawetan District, Blitar City also received Rastrada assistance, which is a program from the Blitar City Government. Rastrada assistance is a form of local government attention to under privileged communities so they can meet their daily needs in the form of rice and is also due to the current increase is fuel prices. However, in the implementation of the distribution of Rastrada in Blitar City, especially in Klampok Sub district, based on the information obtained, there are still obstacles, including there still reports of people who have not received the prosperous rice program (Rastra) because they are not registered on the List of Beneficiaries (DPM) to the distribution of Rastra aid, which are not on target or there are still people who are classified as well off but still receive Rastra rice. Lack of implementing resources from the government and assistance from assistants meant that distribution took a long time. There is a lack of comprehensive socialization so the people still don’t know about and register for the prosperous rice program (Rastra). The formulation of the problem in this research is how to implement the management of Rastrada (Regional Welfare Rice) social assistance in Klampok Village, Sanawetan District, Blitar City based on Perwali No. 63 of 2022 and what factors support and hinder the implementation of Rastrada (Regional Welfare Rice) social assistance management in Klampok Village, Sanawetan District, Blitar City based on Perwali No. 63 of 2022. The aim of the research is to describe and analyze the implementation of Rastrada (Regional Welfare Rice) social assistance management in accordance with Perwali No. 63 of 2022 in Klampok Village, Sanawetan District, Blitar City and to describe and analyze the factors that support and hinder the implementation of Rastrada (Regional Welfare Rice) social assistance management in Klampok Village, Sanawetan District, Blitar City based on Perwali No. 63 of 2022. This research method uses descriptive research using a qualitative approach. The technique for determining informants in this research was purposive sampling. Data collection techniques were carried out using interviews, observation and documentation. The researcher’s data analysis technique uses an interactive data analysis model by Miles, Huberman namely: data condensation, data presentation, drawing conclusions or verification. The data validity technique uses triangulate sources data by checking data or cross checks and triangulating cheeks over time. This research uses public policy implementation methods Merilee S. Grindle is influenced by two variables, namely the content policy and the implementation environment (context of implementation). The results of this research in The Implementation of the management of Rastra social assistance in Klampok Village, Sanawetan District, Blitar City 2023 has gone quite well, seen from the policy steps, namely: 1. Implementation of The Rice program Prosperous (Rastra) in Klampok Village, Sanawetan District, Blitar City 2023 includes: A. Policy content (type of benefit, degree of change to be achieved, program implementer, resourches used) B. Policy Environmentwhich includes the characteristics of the Klampok sub district government, Sananwetan District, Blitar City in the 2023 Rastra program and the level of compliance and response from implementers. Supporting factors for implementing the management of the Rastra social assistance in Klampok Village, Sanawetan District, Blitar City are: a. Internal factors are carried out with coordination between agencies to ensure that the program is running in accordance with the rules to ensure the achievement of program objectives. b. External factors can be seen from community’s response which is very enthusiastic and greatly helped by the Rastra program. Factor inhibiting the implementation of the Prosperous Rice (Rastra) program in Klampok Village, Sanawetan District, Blitar City in 2023 are: a. Internal factors namely inaccurate database cause the distribution of rice to be uneven b. External factors, namely the social environment or lack of public awareness of the purpose Rastra so that people think everyone can get it because it is a program from the government.
