Abstract
Quality Family Villages (Kampung KB) are a government innovation program aimed at improving the quality of life of the community. To optimize the implementation of Quality Family Villages, the Government issued Presidential Instruction of the Republic of Indonesia (Inpres) Number 3 of 2022, which contains instructions to the appointed ministries, institutions, and regional governments to formulate policies and take coordinated and integrated actions in accordance with their respective duties, functions, and authorities. This research uses descriptive research with a qualitative approach. Data collection techniques used observation, interviews and documentation of sources who came from family planning instructors in the sub-district, the family planning village coordination team in Plabuhan Village and residents of the Plabuhan Village community. The data analysis process uses the model proposed by Miles and Huberman The research results show that the implementation of Presidential Instruction no. 3 of 2022 in Plabuhan Village has been progressing well, though not yet optimal. The main supporting factors are the availability of resources, support, the suitability of characteristics and the distribution of policy implementation authority, as well as conducive socio-economic conditions. Meanwhile, inhibiting factors include the misalignment of policy standards and objectives with the conditions of implementation at the village level, the lack of effective communication between policy implementers and the relevant ministries/institutions/departments, and the insufficient motivation of policy implementers to understand the substance of the policy content contained in the Presidential Instruction. There is a need for policy standards and objectives that align with the conditions at the village and community levels, as well as a deeper understanding from policy officials regarding the substance contained in the Presidential Instruction. Apart from that, there needs to be effective communication between policy implementers and each relevant ministry/institution/department and increasing community participation in planning activities in KB villages starting from the planning, implementation, to monitoring and evaluation stages of activities as mandated in the Presidential Instruction.
