Abstract

Employee performance is a critical factor in determining the success of government organizations in providing public services. The Udanawu Subdistrict Office in Blitar Regency faces challenges in improving the efficiency and effectiveness of public services. Key performance indicators include work quality, work quantity, teamwork, job knowledge, dependability, and initiative, all of which are essential for achieving organizational goals and ensuring smooth service delivery. This study used a qualitative descriptive approach to analyze employee performance at the Udanawu Subdistrict Office. Data were collected through in-depth interviews, direct observations, and documentation, using purposive sampling to select key informants. Data analysis followed Miles and Huberman's interactive model, including data condensation, presentation, and conclusion verification. The study found that employee performance in Udanawu is generally good, particularly in work quality and quantity. However, challenges such as limited facilities and low motivation persist. Supporting factors include training programs, employee commitment, and leadership support, while inadequate infrastructure remains the primary barrier to optimal performance. Improving employee performance requires regular competency development training, enhanced facilities, and effective internal communication. These efforts are expected to optimize public service delivery in Udanawu Subdistrict, meeting community needs more effectively and sustainably.
