Abstract

The Electronic-Based Government System (SPBE) is a governance mechanism that integrates the use of information and communication technology to create efficient, transparent, and accountable governance. The implementation process involves the government, private, and community sectors. The purpose of this research is to find out the strategy for implementing the Electronic-Based Government System (SPBE) in order to achieve digital transformation in Nganjuk Regency. This type of research method is a combination research (mix method) using two data analysis methods, namely qualitative descriptive analysis to obtain information related to internal and external factors of the application of SPBE through interviews and SWOT analysis used to analyze and formulate strategies with scoring and weighting. Data collection techniques include observation, interviews, documentation, and questionnaires. The results of this study show that the strategy for implementing SPBE in the context of digital transformation in Nganjuk Regency that can be applied is SO which has four points, namely: Optimizing the Regent's commitment to hold a "Digital Ambassador" Program among the Young Generation. Optimizing the Role of the Regent as a Digital Influencer for Public Services. Improving and developing public digital services through central government support, and Realizing quality human resources for officials who are able to use digital technology through collaboration with academics and the digital technology community to support the digital transformation process.
