Abstract

The Implementation of Kediri Mayor Regulation Number 32 of 2023 Concerning Sub-district Community Institutions in Lirboyo Sub-district.. Advisor 1: Dr. M. Daimul Abror, M.Si, M.Si. Advisor II: Dr. Teguh Pramono, M.Si This research aims to describe and analyze the implementation of Kediri Mayor Regulation Number 32 of 2023 concerning Sub-district Community Institutions (LKK) in Lirboyo Sub-district, as well as to identify its supporting and inhibiting factors. Using a qualitative approach with the implementation theory of George C. Edwards III, this research analyzes four key variables: communication, resources, disposition, and bureaucratic structure. The research findings indicate that the implementation of the Mayor Regulation in Lirboyo Sub-district has been highly effective and successful. This success is supported by consistent communication through monthly forums, highly adequate resources including competent human resources, comprehensive facilities, and budgetary support, as well as a positive disposition or commitment from all policy implementers, both from the sub-district officials and community institutions. The existing bureaucratic structure, with its clear division of tasks, also significantly facilitates coordination among institutions. Nevertheless, one primary inhibiting factor was identified: the absence of a specific written Standard Operating Procedure (SOP) for this regulation. The execution of tasks, which still relies on verbal directives and established practices, has the potential to create inconsistencies and difficulties in future performance evaluations. Therefore, this research recommends the development of a clear SOP to standardize procedures, ensure consistency, and guarantee the sustainable and accountable implementation of the policy.
