Abstract

Non-Cash Food Assistance (BPNT) is a social protection program in the form of non-cash food assistance distributed to beneficiary families (KPM) through an electronic money mechanism that is received every month. The BPNT program aims to reduce the expenditure burden of low-income communities by fulfilling some of their food needs, especially rice and eggs, with the hope that the families receiving the program assistance will get a more balanced nutrition. BPNT provides choice and control in choosing food needs. The benefit of the BPNT program is as a mechanism to provide social protection and poverty alleviation by increasing food security at the beneficiary household level. The next benefit is to increase the efficiency of the implementation of social assistance and distribution media through non-cash transactions in the implementation of the National Non-Cash Movement (GNNT). Non-cash transactions through e-warong will encourage economic growth in the region, especially micro and small businesses in the trade sector. This study aims to analyze the implementation of BPNT in 2019 in Jombang Regency and describe the supporting and inhibiting factors encountered. The results of the research are that the implementation of the BPNT program in Jombang Regency in 2019 has been carried out well according to general implementation guidelines in terms of socialization and education, implementers, readiness of implementers and standard operational procedures (SOP). The goal of the BPNT program to reduce the burden of KPM expenditures through the fulfillment of some food needs has been achieved. However, the goal of providing balanced nutrition to KPM has not been achieved because the types of commodities are still limited to rice and eggs. The purpose of providing choices and control to KPM in meeting food needs has also not been carried out properly because in its implementation, the commodities received by KPM have been packaged.
