Abstract

This research aims to find out how the Nganjuk Regency Government's Capital Inclusion Policy is implemented in the Nganjuk Regency PDAM and wants to know what are the supporting and inhibiting factors for the Implementation of the Nganjuk Regency Government's Capital Inclusion Policy in the Nganjuk Regency PDAM. Using qualitative methods, researchers analyzed the Implementation of the Nganjuk Regency Government's Capital Inclusion Policy using Merilee S. Grindle's Theory which analyzes an Implementation based on content and context. The results of this research show that the implementation of the Nganjuk Regency Government Capital Inclusion Policy in the Nganjuk Regency PDAM has generally been implemented well, however there are several notes in both dimensions. In the Content of Policy dimension, in terms of program implementation indicators and the resources used, PDAM as policy implementer still faces challenges in improving the BUMD capital structure, improving services to the community, and developing BUMD businesses. If explored more deeply, this challenge is rooted in the lack of reliable and loyal human resources in developing PDAM, so there is a need to rebuild PDAM's image, so that PDAM will once again have attractiveness and be able to get good and loyal human resources in developing PDAM. Supporting factors in this implementation are economic factors and sufficient implementation compliance, while inhibiting factors in this implementation are organizational characteristics and human resources.
