Abstract
The demands of society with high mobility require public service agencies to innovate by providing online-based services so that people can use online services without having to meet face to face with public service agencies and can apply for services from anywhere and at any time. Since 2021, the Kediri Regency Population and Civil Registration Service has also provided services for publishing population administration documents online. Sahaja Online is the name of the service and also the name of the application based on the Android operating system which is used to provide services to the people of Kediri Regency. This research will describe the effectiveness of the online service for publishing population administration documents at the Kediri Regency Population and Civil Registration Service. This research uses a descriptive qualitative research method, with a research focus on program effectiveness with 6 (six) indicators, namely program understanding, timeliness, accuracy of targets, achievement of goals, and real changes and with emphasis on supporting and inhibiting factors in online administration services population at the Kediri Regency Population and Civil Registration Service. Data collection techniques use interview, documentation and observation techniques. Interviews were conducted with informants at service providers and service users. Documentation and observations were carried out within the Kediri Regency Population and Civil Registration Service. Data analysis uses interactive qualitative data analysis using the Miles and Huberman method with 4 (four) stages, namely data collection, data condensation, data presentation, and drawing conclusions. The results of the research, based on interviews with informants and observations in the field, show that the online population administration services at the Kediri Regency Population and Civil Registration Service are considered quite effective. Services can run quite effectively with a good understanding of services, indicated by the fact that there is service every day and can be completed within one day. With online services, it makes it easier for people to get access to population administration document services. Obstacles occur when there are people who do not understand information technology, but they can be overcome by providing call center services. It is hoped that we can add the types of service products that can be served on online services and increase service days which are currently limited to working days.
