Abstract
This study discusses the implementation of Village Regulation No. 5 of 2022 concerning cemetery management in Sambirejo Village, Gampengrejo District, Kediri Regency, which is faced with the problem of limited cemetery land due to the increasing population growth and rapid development in rural areas bordering urban areas. The purpose of this study is to describe how the regulation is implemented and the supporting and inhibiting factors of its implementation. The approach used in this research is qualitative descriptive with data collection techniques through in-depth interviews, observations, and document analysis. The data sources in this study are humans as the primary source of information. The key informants selected in this study consist of four main elements: Village Government, Village Deliberation Body, Housing Developer, and Community Leaders. The data analysis used in this study is thematic analysis. Miles & Huberman (1994) explain that thematic analysis is a method of qualitative data analysis aimed at identifying, analyzing, and interpreting patterns and themes that emerge in the data. The results of the study show that the active participation of village communities in socialization and decision-making is very important in the success of the implementation of village regulations. Village communities are involved in various stages of socialization and decision-making processes, which increase public understanding and awareness of the regulation. This finding is in line with Grindle's theory (2007) which states that the level of acceptance of the target group greatly influences the success of a policy. The implementation of Village Regulation No. 5 of 2022 was successful thanks to the collaboration between the village head, BPD, village apparatus, and the community. Factors such as close collaboration, strong organizational structure, transparency, and effective socialization are key elements in this success. This study concludes that the implementation of Village Regulation No. 5 of 2022 concerning cemetery management has been successfully implemented. Collaboration, community participation, and effective socialization are key factors supporting the success of the implementation. However, there are factors that hinder the implementation process, such as changes in village conditions, limited human resources, conflicts of interest, and limited cemetery land which will be a challenge in the future. The village government needs to be more strict in enforcing regulations regarding cemeteries. In addition, cooperation with housing developers must also be increased so that they are also responsible for providing cemetery land.
