Abstract
Coastal areas of Probolinggo Regency play a strategic role in supporting social and economic activities, particularly in fisheries, coastal settlements, and tourism sectors. However, these areas are also highly vulnerable to coastal abrasion, which leads to shoreline retreat, loss of productive land, and damage to coastal infrastructure and residential areas. Previous abrasion mitigation efforts have tended to be reactive, structurally oriented, and implemented with limited community involvement. Therefore, a community service program focusing on mentoring and empowering coastal communities in risk-based coastal protection infrastructure planning is required. The community service activities were conducted using participatory approaches, including education and socialization on coastal abrasion risks, participatory abrasion risk mapping, focus group discussions (FGDs), and mentoring in developing coastal protection infrastructure planning recommendations. The program actively involved coastal communities and village authorities as key partners. The results indicate a significant improvement in community understanding of coastal abrasion processes, contributing factors, and potential impacts. The program also produced a participatory coastal abrasion risk map and a set of planning recommendations for coastal protection infrastructure that are tailored to local environmental and social conditions. Furthermore, the activities encouraged active community participation in planning and decision-making processes related to coastal protection. In conclusion, mentoring coastal communities in risk-based coastal protection infrastructure planning proved effective in strengthening community capacity, increasing awareness of abrasion risks, and generating adaptive and sustainable planning recommendations for coastal area management.
