Abstract
The coastal area of Probolinggo Regency plays an important role in supporting settlements, fisheries, aquaculture, and coastal infrastructure. However, coastal dynamics influenced by hydro-oceanographic factors such as waves, wind, and tides have caused shoreline erosion in several coastal segments. Uncontrolled coastal erosion may lead to environmental degradation, infrastructure damage, and increased vulnerability of coastal communities. This study aims to evaluate the need for coastal protection infrastructure based on shoreline erosion risk in Probolinggo Regency. The research employed a quantitative descriptive approach using both primary and secondary data. Primary data were obtained through field observations to identify coastal physical conditions and erosion indicators, while secondary data included administrative data, wind characteristics, effective fetch, and wave parameters analyzed using empirical approaches. The results indicate that shoreline erosion risk in Probolinggo Regency varies among coastal segments, ranging from low to high risk levels. Coastal segments exposed 2 to higher wave energy and greater infrastructure vulnerability tend to exhibit higher erosion risk compared to naturally protected areas. The evaluation of coastal protection needs based on erosion risk demonstrates that erosion mitigation strategies should not be applied uniformly. Low-risk coastal segments are more appropriately managed using non-structural approaches, while moderate- to high-risk segments require a combination of structural measures, including robust coastal protection structures. The erosion risk-based approach provides a more effective and targeted framework for coastal protection planning and supports sustainable coastal management in Probolinggo Regency.
