Abstract
This study analyzes the implementation of Law No. 11 of 2022 concerning Sports, specifically in the context of football supporter management at Persik Kediri Club. The issue of supporter fanaticism often leading to disturbances serves as the background for the critical importance of effectively implementing this policy. This research aims to analyze the effectiveness of sports management policy implementation in controlling fanatical behavior among football supporters at Persik Kediri Club. The research employed a descriptive qualitative method with a case study approach. Data collection techniques included observation, in-depth interviews, and documentation. Data was gathered through comprehensive interviews with various stakeholders, such as the Department of Culture, Youth, and Sports of Kediri City (Disbudparpora Kota Kediri), Persik Kediri Club Management, the Match Organizing Committee (Panpel), and representatives of Persik Kediri supporters. Data analysis was based on Edward III's policy implementation model, which encompasses four main dimensions: communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of Law No. 11 of 2022 at Persik Kediri Club is considered effective in controlling fanatical supporter behavior. This effectiveness is demonstrated by Intensive and multi-level communication successfully disseminated policy rules and objectives to supporters. Human and financial resources were adequately allocated by the club, although meeting stadium infrastructure standards remains a challenge. Positive and proactive disposition from all relevant parties, including supporter awareness, fostered collaboration in maintaining order. A clear bureaucratic structure, supported by Standard Operating Procedures, clear task division, and organized coordination and evaluation mechanisms, provided a strong foundation for policy execution. While the majority of supporters have shown increased awareness and compliance, challenges persist, particularly in changing the old habits of a small number of unruly individuals and in fully meeting stadium facility standards. The positive disposition and well-planned bureaucratic structure are the main strengths in this implementation, allowing for the relatively safe and conducive control of Persik Kediri supporters' fanatical behavior.
