Abstract
As an effort to prepare more competent school principal candidates in accordance with advancing the quality of education in the industrial world 4.0 and the era of technological disruption, the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Regulation Number 40 of 2021 concerning the Assignment of Teachers as Principals. The purpose of this study is to find out, explain, and describe the social phenomena of the implementation of the Regulation of the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Number 40 of 2021 concerning Teacher Assignments as Principals in Nganjuk Regency. In this study, researchers used a qualitative research approach. The focus in this research uses Edward III's theory, namely communication, resources, disposition, and bureaucratic structure. The data collection technique used observation, interview, and documentation techniques. The analysis technique used interactive analysis technique. The results show that the implementation of the Regulation of the Minister of Education, Culture, Research and Technology of the Republic of Indonesia No 40 of 2021 in Nganjuk district has been successful. This policy aims to improve education management and quality. Principal selection is based on the criteria of qualifications, competence, experience and leadership. Human and financial resources are important in the appointment of school principals. Community support and understanding of school characteristics are also crucial. Transparency, accountability and gender equality are in focus. The main actors are the regional secretariat, regional education officers, education councils and school supervisors. Teachers responded positively with self-development and a collaborative work culture. Inter-organizational communication is smooth, creating a conducive environment. Guardians saw improved education quality and good communication. Overall, this policy created significant improvements in education management and learning quality in Nganjuk district.
