Abstract
The Regulation of the Minister of Home Affairs Number 22 of 2020 regulates the procedures for regional cooperation between one region and another, as well as cooperation between regions and third parties. Trenggalek Regency is one of the regions implementing this regulation as the basis for preparing and executing cooperation initiatives. This research aims to analyze the implementation of the regulation and identify the supporting and inhibiting factors encountered in the process. This study employs a qualitative research method with a case study approach. Data analysis uses the Miles–Huberman interactive model, which consists of four stages: data collection, data condensation, data display, and conclusion drawing. Data collection techniques include in-depth interviews, document review, and observation. The research findings show that the implementation of Regulation No. 22/2020 in Trenggalek Regency has been carried out fairly well. In terms of communication, coordination between policy implementers and target groups is considered adequate, allowing policy objectives to be clearly understood. Regarding resources, the quality of human resources is sufficient, but the number of technical personnel—particularly those with a legal background—is still limited. This, coupled with inadequate facilities and budget constraints, hinders optimal implementation. The implementers demonstrate strong commitment and responsibility, supporting the effectiveness of the policy implementation. Meanwhile, the bureaucratic structure has been equipped with clear SOPs and operational mechanisms, ensuring that services run according to established procedures. Supporting factors for implementation include regulatory socialization, a sense of togetherness and responsibility, education and training, and the commitment of the regional government to strengthen the institutional capacity of the Regional Cooperation Coordination Team (TKKSD). Inhibiting factors include the shortage of legal experts, the need for higher-level leadership decisions in cooperation that may burden the region, suboptimal socialization to related parties, frequent changes in personnel attending technical meetings, as well as insufficient facilities and budget. The research concludes that although the implementation of Regulation No. 22/2020 has been carried out reasonably well, several aspects—such as human resource availability, optimization of socialization, and strengthening leadership commitment—still require improvement. Therefore, the study recommends that the regional government increase the capacity and number of human resources, conduct more frequent socialization activities, strengthen the role of TKKSD, and give special attention to cooperation initiatives that may have significant budgetary implications.
