Abstract
In the context of digital transformation at the Ministry of Religious Affairs, an application has been developed for all Ministry of Religious Affairs services, namely PUSAKA Superapps, which consists of external and internal services. The attendance system for civil servants (ASN) within the Ministry of Religious Affairs is part of the internal services of PUSAKA Superapps. The PUSAKA application is a manifestation of the Ministry of Religious Affairs' efforts to improve the performance and discipline of ASN. The PUSAKA application is expected to increase the responsibility, discipline, and professionalism of ASN in their work and serve as a benchmark for employee salaries and compensation. This study was conducted to determine how the policy on the use of attendance in the PUSAKA application is implemented for Civil Servants at the Ministry of Religious Affairs Office in Kediri City. The approach used was Merilee S. Grindle's theory. This study uses a descriptive qualitative method. Data collection techniques used interviews with selected informants, namely the Head of the Kediri City Ministry of Religious Affairs Office, the Head of the Administration Subdivision, Human Resource Analysts, PUSAKA Application Regional Administrators, and civil servants with different employment and educational backgrounds. Data analysis used data reduction, data presentation, and conclusion drawing. The results of the study with the approach according to Merilee S. Grindle with a focus on researching the content of the policy with indicators of influencing interests, types of benefits, the degree of change to be achieved, the location of decision-making, program implementers, resources used and the implementation environment with indicators of the implementation environment, characteristics of institutions and regimes in power as well as the level of compliance and the response from implementers have met the criteria. This means that the implementation of the policy of using attendance in the PUSAKA Application for State Civil Apparatus in the Ministry of Religious Affairs Office of Kediri City has been running well and has brought changes both in terms of administration and employee behavior. Although there are still some obstacles both from personal and technical but can be resolved well through cooperation between the Ministry of Religious Affairs at the central level and the Ministry of Religious Affairs at the Regency and City levels. And further improvements and refinements must still be made to the PUSAKA application including increasing server capacity, optimizing system integration, developing application features, as well as routine maintenance and system updates.
