Abstract

This study aims to analyze the implementation of Minister of Home Affairs Regulation of the Republic of Indonesia Number 84 of 2022 concerning Guidelines for the Preparation of the 2023 Regional Revenue and Expenditure Budget at the Inspectorate of Madiun Regency. The research focuses on assessing the conformity of the Inspectorate’s budget allocation with the provisions stipulated in the regulation and its benefits in strengthening the functions of supervision, guidance, and corruption prevention by the Government Internal Supervisory Apparatus (APIP). This research employs a descriptive qualitative approach with data collected through interviews, observation, and documentation involving structural and functional officials within the Madiun Regency Inspectorate. The results show that the implementation of Ministerial Regulation No. 84 of 2022 has been relatively effective but still faces several challenges. In terms of communication, policy information dissemination has been carried out through coordination meetings and digital media, yet there are delays in the transmission of technical information from the central to the regional level. Regarding resources, the competence of personnel is adequate, but the number of auditors and functional officers remains limited. The disposition aspect indicates that staff have strong commitment and motivation, although the reward and incentive systems need improvement. In terms of bureaucratic structure, the Inspectorate already has operational procedures based on Ministerial Regulation No. 64 of 2007 and Government Regulation No. 60 of 2008 (SPIP), but these need to be updated to align with Ministerial Regulation No. 84 of 2022, particularly in budgeting and reporting aspects. It is recommended that the Madiun Regency Inspectorate accelerate the revision of internal supervision SOPs to align with the latest regulatory framework, enhance internal communication through information technology systems, strengthen human resource capacity through training and auditor certification, and implement a performance-based incentive system to improve motivation, transparency, and accountability in policy implementation.
