Abstract

This study aims to describe and analyze the implementation of Blitar Mayor Regulation Number 6 concerning the "RT Keren" Neighborhood Program in regional development in Kepanjen Lor Village, Blitar City, as well as to describe and analyze the supporting and inhibiting factors of its implementation. The research method uses a qualitative approach. The research focus applies the implementation theory by Van Meter and Van Horn (Agustino, 2022), which includes the basic measures and policy objectives, resources, inter-organizational communication and implementation activities, characteristics of the implementing body, economic, social, and political conditions, and implementer tendencies. Data collection techniques include observation, interviews, and documentation. Data analysis uses interactive analysis techniques. The results indicate that the implementation of Blitar Mayor Regulation Number 6 on the RT Keren Program in Kepanjen Lor runs effectively with the support of active citizen participation, systematic communication, and flexible execution. Resources come from government funds, community self-help, assisting personnel, and social capital managed collaboratively. Intensive and structured communication between organizations strengthens synergy and reduces miscommunication. A clear implementing body structure and good coordination ensure that the implementation aligns with its objectives. The local economic, social, and political conditions strongly support the program, with a harmonious community and stable local politics. Supporting factors include adequate resources, government assistance, and community motivation, while limited budget and differences of opinion among residents are the main obstacles. Key recommendations include increasing budget allocation, financial management transparency, mediation mechanisms, and effective communication training to strengthen program sustainability.
