Abstract

This study aims to describe and analyze the implementation of Kediri Mayor Regulation Number 9 of 2022 concerning Guidelines for the Implementation of Social Assistance for Neglected Elderly in Banjarmlati Sub-District, Mojoroto District, Kediri City, as well as to identify the supporting and inhibiting factors in its implementation. This research employs a descriptive qualitative approach with data collection techniques consisting of in-depth interviews, observation, and documentation. The informants include the Head of the Sub-District, village staff, Sub-District Social Welfare Officers (TKSK), Social Workers (Peksos). neighborhood heads (RT), as well as beneficiaries and their families. Data analysis was carried out using Miles and Huberman's interactive model, which consists of data collection, reduction, presentation, and conclusion drawing. The findings indicate that the policy implementation runs effectively due to four main factors in Line with Edward III's theory. First, communication is maintained through regular coordination meetings that ensure uniformity of information and instructions down to the grassroots implementers. Second, capable human resources and adequate facilities support the smooth execution of the policy. Third, the positive disposition of the implementers, reflected in moral commitment, professionalism, and empathy, serves as the driving force in overcoming technical limitations. Fourth, a bureaucratic structure supported by clear SOPs, an integrated database, and coordination through Sub-District Consultative Forums results in an efficient and accountable workflow. Nevertheless, several obstacles remain, including dependence on the Social Service Office for fund disbursement decisions, incomplete civil documentation, limited time and access in the field, and potential social jealousy within the community.
