Abstract

This research aims to describe and analyze the implementation of Kediri Mayor Regulation Number 3 of 2023 concerning Technical Guidelines for the Implementation of Prodamas Plus at Banjarmlati Urban Village, Mojoroto District, Kediri City, as well as its supporting and inhibiting factors. This is a descriptive study using a qualitative approach. The research focus is based on the implementation theory of Van Meter and Carl Van Horn in Agustino (2022), namely: Policy Objectives, Resources, Characteristics of Implementing Agents, Disposition, Inter-Organizational Communication and Implementing Activities, and Economic and Social Environment. Data were collected through observation, interviews, and documentation techniques. Data were analyzed using interactive analysis techniques. The research results show that the implementation of Kediri Mayor Regulation Number 3 of 2023 concerning Prodamas Plus at Banjarmlati Urban Village has been fairly effective based on Van Meter and Van Horn’s theory, but requires adaptive and continuous improvements. In terms of policy objectives, community participation has been well realized, although budget flexibility and adjustment to field needs are still required. In terms of resources, personnel numbers and social support are sufficient, but the quality of administrative human resources and technological competence needs to be improved. The implementing agents show a clear division of roles, although technical administrative capacity and supervision still need attention. The implementers’ disposition reflects a positive spirit, supported by a sense of social responsibility. Inter-organizational communication is effective, supported by cross-organizational coordination, although documentation and monitoring still need strengthening. A stable socio-economic environment supports smooth implementation, though adaptation to economic dynamics remains necessary. Supporting factors include active community participation, strong collaboration among implementers, government bureaucracy support, and political stability. Inhibiting factors include limited administrative financial capacity, unequal capacities among Pokmas, rigid budget allocations, and weak meeting documentation. It is recommended to conduct administrative training, equalize Pokmas capacity building, revise the budget scheme to be more adaptive, and strengthen meeting documentation. Overall, the implementation is fairly effective but requires ongoing improvement. Keywords: Implementation, Public Policy, Prodamas Plus
