Abstract
The purpose of this research is first, to describe and analyze the implementation of Kediri Regency Regional Regulation Number 3 of 2021 concerning the Implementation of Public Order. Second, describe and analyze the inhibiting and supporting factors in the implementation of Kediri Regency Regional Regulation Number 3 of 2021 concerning the Implementation of Public Order. This research uses a qualitative approach with a descriptive research type of analysis. The location of the research was determined in Kediri Regency with a focus on the implementation of Satpol PP's duties as the technical implementer of the regional regulation. Key informants were determined by purposive sampling technique, and the number of informants was developed using the snowball sampling technique. Data were obtained through in-depth interviews, field observations, and documentation. Data analysis uses the Miles and Huberman interactive model which includes data reduction, data presentation, and conclusion/verification. The results of the study show that the implementation of Regional Regulation No. 3 of 2021 is going quite well based on Edward III's theoretical indicators, namely: Policy communication is carried out through the transmission, clarity, and consistency of information to the public through socialization, patrol, and cross-agency coordination. Resources support implementation through the availability of 326 Satpol PP personnel, understanding of local regulations through training, and clarity of authority from the Regent. However, limited facilities and distribution of human resources are still an obstacle. The disposition of the implementer shows a high commitment to the achievement of performance in local regulation enforcement, coaching, and joint operations, although additional incentives outside of salary are not available. The bureaucratic structure is supported by internal SOPs and fragmentation of tasks between fields, although some SOPs have not been documented in detail. Factors that hinder the implementation of regional regulations include limited infrastructure and budget facilities, high workload due to the large area with 26 sub-districts, and lack of socialization due to limited facilities. Supporting factors include clarity of authority, high commitment of Satpol PP officials, internal and external coordination with other agencies, and a fairly good understanding of local regulations among officers.
