Abstract

Regional retribution are one of the important sources of regional income to finance the administration of regional governments to strengthen regional autonomy that is broad, real and responsible. Land retribution on assets are a source of local revenue from the levy sector with reference to Regional Regulation Number 6 of 2018 concerning asset levies. This study describes how the implementation of asset retribution based on Edward III's theory. The purpose of this research is to find out how the implementation of land asset retribution and to find out the supporting and inhibiting factors of the policy. The research method used is descriptive qualitative. Based on the research, it can be seen that the implementation of the levy on land assets does not yet have standard operating procedures and inadequate human resources. Supporting factors in implementation are communication factors that have been going well, with socialization carried out. Resources, quantity of facilities and infrastructure are not well maintained, and the quality of human resources is low. The disposition is good, because of the support from the government and the local village head. The bureaucratic structure of the absence of SOP makes the implementation of this retribution not run optimally.
