Abstract
This research is motivated by efforts to improve the quality of midwives in Indonesia through midwife competency tests to answer the internal and global challenges of higher education in health. Accreditation of higher education and passing rates of low midwife competency tests with low minimum standard scores have not yet been able to answer these challenges. Researchers want to see how this study aims to see the implementation of the midwife competency test, which is to focus on efforts to prepare midwife competency tests. This research is qualitative with a phenomenological approach. Data collection was taken through related informants by means of in-depth interviews, observation and document study. Retrieval of informants using snowball sampling technique. The data analysis process refers to the constant comparative method. The research findings reveal that the current midwife competency test is not yet an exit exam. Participants prepare in the form of practice questions and take a try out. Educational institutions contribute through the introduction of questions early to students, tutoring, facilitation of try outs and question making but this has not been carried out optimally and with direction. Organizing the national committee, preparing questions, funding sources and preparing for the implementation of the exam are in accordance with the guidelines. Retaker is a problem that must be resolved by all parties concerned regarding the problem of coaching and who is responsible. To answer the existing problems, the midwife competency test should begin as an exit exam and sit together to discuss efforts to develop the competency test for midwives in Indonesia, including the problem of crackers.
