Abstract
The business service levy on the use of heavy equipment is a source of local revenue from the retribution sector with reference to Regional Regulation Number 6 of 2018 concerning business service levies. Retribution receipts for the use of heavy equipment fluctuate from year to year, with the increasing number of infrastructure developments, the more tenants will need heavy equipment, targets that have never been achieved and there are still many potential revenues that can be obtained. This study describes how the implementation of user fees for heavy equipment is based on Edward III theory. The purpose of this study is to find out how the implementation of retribution for the use of heavy equipment and to find out the supporting and inhibiting factors of policy. The research method used is descriptive qualitative. Based on the research, it can be concluded that the implementation of retribution for the use of heavy equipment does not yet have standard operating procedures and inadequate human resources. Supporting factors in policy implementation are communication factors, disposition, resources, and organizational structure. Obstacles obtained include the low factor of human resources and budget.
