Abstract
The COVID-19 pandemic has become a problem throughout the world. The various impacts experienced due to this pandemic, one of which is the decline in economic levels that hit various countries including Indonesia, as a result many elderly people who are vulnerable to disease find it difficult to meet their daily needs. Therefore, the government plans to various social assistance programs to help the elderly to meet their needs during the covid-19 pandemic, one of the social assistance programs is Cash Social Assistance provided by the Ministry of Social Affairs. In analyzing this research, the literature review used is the implementation of public policy using indicators of the implementation environment (Merilee S. Grindle) and resources (Meter and Horn). This study uses a qualitative approach with descriptive research type. The research location is in Kalianyar village, Kertosono district, Nganjuk district. The data sources used are primary and secondary data sources. Primary data are interviews with village heads, village officials, and recipients of cash social assistance. Secondary data is in the form of a list of elderly cash social assistance recipients. The data collection technique uses observation, documentation, and interview techniques with a total of 5 informants. The results of the study indicate that the implementation of the cash social assistance program in Kalianyar Village, Kertosono District, Nganjuk Regency is in accordance with the criteria set by the Ministry of Social Affairs and is on target. community cash to be a little helped.
