Abstract

This study aims to describe and analyze the implementation of Presidential Regulation of the Republic of Indonesia Number 33 of 2012 on the national legal documentation and information network in Blitar Regency, as well as its supporting and inhibiting factors. The research method uses a qualitative approach. The research focus employs Edward III's theory, namely communication, resources, disposition, and bureaucratic structure. Data collection techniques include observation, interviews, and documentation. Data analysis techniques use interactive analysis techniques. The results of the study show that the implementation of Presidential Regulation of the Republic of Indonesia Number 33 of 2012 on the National Legal Documentation and Information Network in Blitar Regency has been running well, although facing some obstacles. Effective communication with the community is conducted through socialization involving community leaders and village officials. However, limited human resources, with only three officers, remain competent in performing their duties with the support of clear implementation guidelines and authority. Facilities still need hardware updates and have limited budgets. The disposition of the implementers shows a high commitment to delivering information, although there are no incentives from the government. The bureaucratic structure with clear SOPs and good collaboration with the Department of Communication and Information supports policy implementation. Supporting factors include intensive socialization, regular evaluations, the commitment of implementers, and inter-agency coordination. Major obstacles include limited internet access in rural areas, insufficient staff, inadequate budgets, and the absence of incentives for policy implementers. To overcome the barriers to JDIH policy implementation in Blitar Regency, prioritize the development of rural internet infrastructure, recruit IT staff, expand the JDIH budget, provide incentives for policy implementers, and enhance inter-agency cooperation.
