Abstract
In the era of society 5.0, where technological developments are very rapid, the government is required to increase innovation through technology. One thing that can be done is by providing e-government services. The application of technology within the government environment is also carried out in an effort to realize good governance in increasing accountability and transparency in the bureaucratic process in Indonesia. The Civil Service and Human Resources Development Agency (BKPSDM) of Jombang Regency is a regional apparatus that has the function of formulating technical policies in the field of personnel services. As a manifestation of e-government, BKPSDM Jombang innovates by creating a personnel service procedure called SIAP ASN (State Civil Service Application Information System) which focuses on pension services. This study uses a descriptive qualitative method to construct findings in the field with Sedarmayanti's theory (2014: 5) according to the context. The data collection technique used interviews with selected informants, namely the Secretary of the Agency, Head of Division, Sub-Coordinator, Personnel Manager from the Jombang Regency BKPSDM, several Personnel Managers and several Retired Candidates from Regional Apparatus Organizations in Jombang Regency using observation, interview, and documentation data collection techniques, ending with drawing conclusions. The results of the study found that SIAP ASN-based pension services are in line with the principles and meet the indicators of good governance according to Sedarmayanti (2014: 5), namely participation, transparency, accountability, effectiveness, and law enforcement. In its implementation, there are supporting factors, namely leadership policies and directions, socialization and training, availability of information technology infrastructure, communication and collaboration between regional apparatuses, efficiency of the verification and approval process, active participation of resource persons, useful in reducing administrative burdens, and reliability of the SIAP ASN system. Meanwhile, the inhibiting factors are the adaptation of all stakeholders concerned during the transition period from the start of using the paperless-based SIAP ASN website and the closure of manual file submission access, there are still shortcomings and gaps in the SIAP ASN application where personnel managers can still send incomplete files.
