Abstract

This research uses qualitative research. This type of qualitative research uses descriptive analytical methods. The location of this research is the Population and Civil Registry Service of Kediri City. To determine key informants, a purposive sampling technique was used, while to determine the number of data sources a snowball sampling technique was used. This research uses interview techniques, observation methods, and documentation to obtain data. To analyze the data obtained from the field, an interactive model developed by Miles and Huberman was used. Results of research on the implementation of Minister of Home Affairs Regulation No. 74 of 2022 concerning the Registration of Non-Permanent Residents so that it runs well, including communication indicators that run well. This indicator includes the Transmission and Clarity indicators of program delivery from the Population and Civil Registry Department to the community. Second, Resources are running well. This indicator includes 4 things, namely Human Resources, totaling 3 people. Information resources that are distributed from the government to the community without any misunderstandings, authority resources that are adjusted to Kediri Mayor Regulation Number 98 of 2022 and adequate facilities. Third, the disposition of this indicator has not worked well. This is according to the Disposition Indicator which includes two things, namely bureaucratic arrangements and incentives. Bureaucratic arrangements, namely the selection of executors or registration officers for Non-Permanent Officers, are running well. However, they were not given special incentives related to implementing this program. Fourth, is bureaucratic structure. This indicator is working well with two indicators, namely making SOPs by Permendagri 74 of 2022 concerning the Registration of Non- Permanent Residents. The division of duties of the implementers is by Kediri Mayor Regulation Number 98 of 2022 concerning Position, organizational structure, duties and functions as well as work procedures for the Population and Civil Registration Service. Supporting factors for non-permanent resident registration are sufficient resources and the commitment of each employee to carry out their duties very well. The inhibiting factors are, firstly, the Policy Communication indicator is the lack of community cooperation in reporting data on Non-Permanent residents. Second, the disposition of incentive indicators is not given to officers implementing non- permanent population registration. Keywords: implementation, population, non-permanent.
