Abstract

Performance Assessment of Civil Servants has not been carried out properly, mainly due to the lack of objective assessments carried out in the government environment, where the personal prejudice factor in making assessments is still quite high. This study aims to determine and analyze the implementation of the Government Regulation of the Republic of Indonesia Number 30 of 2019 concerning the Performance Assessment of Civil Servants and the obstacles in implementing these regulations in the Nganjuk Regional Goverment. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results of the study that the implementation of PP no. 30 of 2019 concerning the Performance Assessment of Civil Servants has not been fully implemented in the Nganjuk Regional Goverment. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and disposition. Constraints faced by appraisers (supervisors) are not being able to control the view of the proximity element in assessing the work of subordinates, employees often make excessive reports, and the provision of disciplinary sanctions is still relatively indecisive. It is recommended that superiors as appraisers need to eliminate the influence of the proximity element in making an assessment of the performance of subordinates, as well as being firm in giving sanctions to employees who violate disciplinary rules.
