Abstract

Stunting is one of the problems related to Human Resources that needs intervention. The government's commitment to handling stunting in Indonesia is also reflected in the designation of stunting as one of the priorities in the national development program. The President of the Republic of Indonesia, Joko Widodo, gave a mandate through Presidential Regulation Number: 72 of 2021 concerning the Acceleration of Reducing Integrated Stunting. In line with the central government, the regional government is also formulating a policy for Regent Regulation No. 4 of 2022 concerning the Acceleration of Integrated Stunting Reduction in Jombang Regency. This research uses a qualitative descriptive research approach. The location chosen for this research was Ngusikan District, Jombang Regency. Focus boundaries are based on the problem formulation that has been determined, this research is studied using variables in implementing public policy proposed by Donald van meter and Carl van horn. Primary data sources are selected informants, namely the stunting reduction acceleration team, family support team and families at risk of stunting. This research uses interactive model data analysis techniques proposed by Miles and Huberman. The implementation of Regent's Regulation Number 4 of 2022, the Early Stunting Prevention Program (Centini) in Ngusikan District, Jombang Regency has been going quite well, but there are still obstacles in several areas so it is not yet optimal. The implementation of this policy already has standards and objectives, it already has clear standards and objectives, human resources are well met, financial resources are available quite well, but time resources are still not optimal. The characteristics of the implementing organization regarding the division of authority between implementers/executors are good, but the availability of SOPs in carrying out this implementation is not optimal. The executor's disposition was good and the executor's response was very good. Communication between these organizations is good. External factors have not supported the successful implementation of this policy. Keywords: Implementation, Policy, Regent Regulations, Stunting
