Abstract

Sistem Informasi Berorientasi Kinerja (SIMBAK) is a web-based application developed by the Nganjuk Regency Government to improve productivity, transparency, and accountability of the performance of State Civil Apparatus. This study aims to evaluate the implementation of the SIMBAK application on State Civil Apparatus in the Human Personnel Agency and Resources Development of Nganjuk Regency using the Goal-Free Evaluation approach developed by Scriven. This approach focuses on positive influences, negative influences, behavioral change, positive impacts and negative impacts. This study uses a qualitative descriptive method with data collection techniques in the form of observation, in-depth interviews, and documentation. The results of the study indicate that the SIMBAK application has a positive influence on improving performance discipline, regularity of activity reporting, and transparency and accountability of the performance of the State Civil Apparatus. However, there are still obstacles in the form of networks that are sometimes still slow and sometimes there are still improvements to the Application System. Supporting factors for the success of implementing this application include policy support, socialization and technical guidance, awareness of the State Civil Apparatus of the importance of performance reporting and a system structure that supports transparency of performance assessments.
