Abstract

Building a work culture or fostering good values in an organization is still very difficult to implement by relying on awareness from within the employees themselves. Various regulations are made in writing and explain what must and what is prohibited to do, as well as the consequences of sanctions given if there is a violation of the rules. The purpose of this study is (1) To find out and describe the performance of the State Civil Apparatus at the Trenggalek Regency Regional Sec- retariat. (2) To find out and describe the factors that support and hinder the per- formance of the State Civil Apparatus at the Trenggalek Regency Regional Secre- tariat. This study uses a qualitative descriptive approach. Qualitative descriptive research is a form of research aimed at describing existing phenomena, both natu- ral phenomena and man-made phenomena. Through a qualitative descriptive ap- proach, researchers hope for a detailed picture of the performance of the State Civil Apparatus at the Trenggalek Regency Regional Secretariat. The results of the study show that: (1) The performance of the State Civil Apparatus at the Trenggalek Regency Regional Secretariat has been running well, namely by forming performance based on the Regulation of the Minister of PAN & RB No. 6 of 2022, namely (a) Quantity, (b) Quality, (c) Time/Speed of Completion of Work Results, (d) and costs. (2) Supporting and Inhibiting Factors of the Perfor- mance of the State Civil Apparatus at the Trenggalek Regency Regional Secretar- iat, supporting factors include: training and technical guidance, job promotion, and individual character, while inhibiting factors include: environment, personal peo- ple, and personal affairs.
