Abstract

Irrigation services in implementing PUPR Ministerial Regulation No. 2015 concerning Exploitation and Maintenance of Irrigation Networks requires several prerequisites to be successful and massive. UPTD PSDA Widas Nganjuk Regency as the technical implementer is trying as much as possible to take steps to exploit and maintain irrigation networks as a form of service to the community. This study describes how the implementation is based on the theory of Van Horn and Van Meter. The purpose of this study was to find out how the implementation of the Exploitation and Maintenance of Irrigation Network Policy and to find out the supporting and inhibiting factors of the policy. This research method uses qualitative research The results of the study stated that the implementation of the Nganjuk Regency Irrigation Network Exploitation and Maintenance Policy was carried out by taking into account six variables. Where the purpose of the implementation is to regulate irrigation water including its disposal and maintain and secure the irrigation network so that it can always function properly. The resources used include humans and other materials, the character of the implementer is tenacious and responsible, the disposition of the employees is in line with the objectives of the implementation, the communication is well established to several parties, especially WUA, and the environment refers to the social conditions of the area where the policy is implemented. The supporting and inhibiting factors for implementing the policy consist of several things, among others, first, there is a synergy between the UPTD PSDA Widas and other parties who assist in the exploitation and maintenance of irrigation networks. Second, the support of good human resources who are able to arrange implementation plans to evaluation. Third, community participation in the maintenance of irrigation networks, although it is limited to personnel and funds. The inhibiting factor for its implementation is the lack of facilities and infrastructure owned by UPT PSDA to carry out exploitation and maintenance so that it requires coordination with several other parties. And at some points of the irrigation network, not all people have the same awareness to maintain and care for the existing irrigation network.
