Abstract

The implementation of the Grant Fund Program in Kabupaten Madiun is carried out as one of the East Java Provincial Government programs that are used for equitable distribution and regional development as well as improving rural infrastructure, increasing community empowerment and improving the economy of rural communities.The East Java Provincial Government hopes that with this grant fund program in the village will affect efficiently, effectively and this development can open up opportunities for the community to increase community participation regarding development concerns in the village or the environment. This research aimed to analyzed and described the implementation of the East Java Provincial Government grant program and found out the supporting and inhibiting factors in the implementation of grant funds for the community in Kabupaten Madiun in 2019. The researcher used a descriptive qualitative method. The data was conducted by in-depth interviews. The data sources in this study were from the Department of Public Works Bina Marga of East Java Province, the Grant Team for the Management of Roads and Bridges in Madiun, Village Apparatus and Community Corner(Pokmas). Many factors that have influenced such as communication, resources, disposition and bureaucratic structure. From the results of the study, it was revealed that the implementation of the East Java Provincial Government Grant Program in the Madiun Regency has been running relatively well. Communication has been properly targeted to the Implementor, namely the Community Corner (Pokmas) through Socialization and Coordination activities. For the Resources, it was available and running smoothly but was not optimal because there were some shortcomings such as: 1) The availability of human resources from Community Corner (Pokmas)was sufficient but for the competence was not sufficient yet because lack of education from community corner members. 2) Lack of public information so that the public got relevant information from websites or social media as well as direct socialization to districts in the East Java about the existence of this grant program. For the Disposition has been going well with a very positive responded from the community and supported this program because it was beneficial. The bureaucratic structure is well structured, there are very clear SOPs or fragmentations so that the implementation of policies regarding grant funds can be carried out effectively and efficiently. There are supporting and inhibiting factors also influenced the implementation of this grant program. Supporting factors will certainly make it easier for implementers to carry out these activities. Also, for the inhibiting factors, it can be a reference, especially for the Grant Team in carrying out site reviews and subsequent administration.
