Abstract

Imam Nuruddin. NIM: 19215614. Implementation of E-Performance to Improve Welfare for Civil Servants at the Trenggalek Regency Regional Personnel Agency. Supervisor I: Drs. DJOKO SUSANTO, M.Si Supervisor II: Dra. SRI HARYATI, M.Sc Performance is a picture of the level of achievement of the implementation of an activity/program/policy in realizing the goals, objectives, vision and mission of the organization contained in the strategic plan of an organization (Mahsun, 2006:25). (Sri Mulyani, 2012: 3) Along with technological developments, government agencies require significant changes that are adapted to current developments through bureaucratic reform because Indonesia is in an era of global competition. The acceleration of bureaucratic reform remains the main target in the global era where the development of information and communication technology is also growing. Since the policy was announced through Presidential Instruction number 3 of 2003 concerning National Policy and Strategy for E-Government Development, Government Agencies have competed in utilizing information technology for the process of administering government and public services. Utilization of EGovernment aims to support the realization of good governance (Good Government). Utilization of information and communication technology in government processes is to increase the efficiency, effectiveness, transparency and accountability of government administration, so that public services will be excellent and the productivity of officials will increase. Researchers used three data collection techniques, namely interview, observation and documentation techniques. The data analysis technique uses the data analysis model of Miles & Huberman (1992: 16). The results of this study are 1. The E-Performance Application at the State Civil Service Agency was carried out in 2016 referring to PERKA BKN no.12 of 2016 concerning Procedures for Giving, Withholding, and Termination of Payment of Employee Performance Allowances within the State Personnel Agency. 2. Obstacles in the implementation of the E-Kinerja application at the Trenggalek Regency Personnel Agency in terms of facilities and infrastructure, regulations that cover the E-Kinerja application itself are not yet available, human resource factors, technology, literacy of the E-Kinerja application is used and implemented by all employees in BKN. However, the support in the form of government participation, data security, the infrastructure referred to in support is part of the legal/legal basis infrastructure, human resource infrastructure, technology infrastructure. 3. EPerformance at the Trenggalek Regency Regional Personnel Agency requires an electronic processing system consisting of HR components, Hardware, Software to be able to develop existing systems.
