Abstract

The Tulungagung Regency Personnel and Human Resources Development Agency (BKPSDM) is a regional apparatus that has the function of formulating technical policies in the field of personnel and as a service provider to support the implementation of government in Tulungagung Regency in the field of regional personnel management. In connection with the policy of granting study assignments and study permits within the scope of the Tulungagung Regency Government, BKPSDM has established a policy in an effort to improve the human resources of civil servants, especially in the field of education by issuing a policy on granting study assignments and study permits for civil servants within the scope of the Tulungagung Regency Government. The provision of study assignments and study permits for civil servants within the Tulungagung Regency Government is regulated in Tulungagung Regent Regulation Number 10 of 2021 concerning Guidelines for the Provision of Study Assignments, Study Permits and Certificate of Diploma Ownership for Civil Servants and Study Certificates for Prospective Civil Servants within the Tulungagung Regency Government. In this study, the author uses a descriptive qualitative method using an inductive approach to construct findings in the field analyzed through Ripley and Franklin theory. The data collection technique used interviews with selected informants, namely Soeroto, S.Sos, M.M., Eni Kristiani, S.T, M.M., Linda Kurniawati, S.AP, M.M., Ezahty Intan Marta Sari, S.Tr. Ip., Ahmad Fakhrudin, S.IP., Firmansyah Nur Abdul Ghonni, S.IP., Ary Kukuh Rismoyo, S.H., Dhony Chrisbiantoro.using observation, interview, and documentation data collection techniques, Ending with drawing conclusions. Based on the results of research on the implementation of the policy of guidelines for granting learning assignments, study permits and diploma ownership certificates for civil servants and study certificates for ASN within the Tulungagung Regency Government has been going quite well, reviewed from Ripley and Franklin's theory seen from the aspect of the level of compliance of both implementers in this case BKPSDM and service users, namely employees who apply for study assignments and entry study permits In the category of quite compliant, seen from the aspect of the level of smoothness of the routine is classified as quite smooth, seen from the aspect of the desired impact, with the provision of study assignments, study permits and diploma ownership certificates have a positive impact on improving employee performance within the scope of the Tulungagung Regency Government.
