Abstract

The efforts of the Indonesian Government to minimize traffic accidents are actualized in the policy of providing roadworthy motor vehicle standards, namely through periodic testing of motor vehicles. This policy is stated in the regulation of the Minister of Transportation Regulation Number 19 of 2021 concerning Periodic Testing of Motor Vehicles. The role of the regional government in this case is to be responsible and exercise authority in implementing the motor vehicle testing policy in Kediri Regency. Therefore, the Regional Government through the Transportation Agency must be able to organize quality motor vehicle testing so that it can support the realization of traffic safety guarantees on the road. This research is a qualitative descriptive study with data collection techniques used are documentation, observation, and direct interviews in the field which are factual. This study aims to analyze the implementation of the Minister of Transportation Regulation Number 19 of 2021 concerning Periodic Testing of Motor Vehicles in Realizing Traffic Safety in Kediri Regency. Based on the background and guided by the opinion of R. Matland (1995), the focus of the research is the Implementation of the periodic testing policy for motor vehicles. motor vehicles which include sub-focus of policy accuracy, implementation accuracy, target setting and environmental accuracy, The results of the study indicate that the implementation of motor vehicle testing policies in an effort to realize traffic safety in Kediri Regency is running well and contributing to reducing the number of traffic accidents. This can be seen from four aspects of accuracy, namely policy accuracy, implementation accuracy, target accuracy and environmental accuracy and is influenced by supporting factors and inhibiting factors.
