Abstract
This study aims to describe and analyze the performance of civil servants (ASN) in the Protocol and Leadership Communication Section during the implementation of regional head activities in Tulungagung Regency, as well as the supporting and inhibiting factors affecting their performance. The research focuses on employee performance based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 6 of 2022 concerning the Management of Civil Servants' Performance, which includes Quantity, Time, Work Initiative, Cooperation, and Leadership. Data collection techniques used observation, interviews, and documentation. Data analysis was conducted using interactive analysis techniques. The results show that the ASN performance runs well with optimal achievements in quantity, time, initiative, cooperation, and leadership aspects. The ASN is able to handle various complex agendas efficiently and on time, demonstrating proactive attitudes and good collaboration both within the team and with external partners. Participative and supportive leadership also fosters work motivation and team stability. Supporting factors include strong team cohesion, moral support and open communication from leadership, an innovative work culture, and effective coordination with related agencies. However, performance is also hindered by frequently changing schedules, limited number of employees, lack of partner understanding of protocol standards, and insufficient technical preparation time. These conditions potentially reduce technical quality and increase the risk of errors. Therefore, it is necessary to add supporting personnel, conduct periodic technical training, and implement more structured scheduling planning. Coordination between agencies should also be strengthened through clear technical operational standards and systematic documentation of activities for ongoing evaluation. Moral and formal appreciation for ASN in this field is recommended to maintain long-term motivation and loyalty. With these measures, it is expected that the performance of the Protocol and Leadership Communication Section will be more optimal in supporting the success of regional head activities. This study provides concrete recommendations as a basis for enhancing the capacity and effectiveness of the work unit.
